Item 4. Fumble.
Whether a runner lost possession before he was down by contact,
or had given himself up.

Notes:
(1) When an on-field ruling is down by contact, and the runner clearly
fumbled the ball, the ball will be awarded at the spot of recovery to
the team that recovers the ball in the immediate continuing action.
If there is no clear recovery, the ruling on the field stands.

審判がボールデッドと判定して笛をふいていても、笛に続く一連の流れ
（immediate continuing action）の中でファンブル・リカバーが確認
できれば、［レビューで判定がファンブルに変わったら］リカバー地点での
リカバーチームの攻撃が認められる

＞理想は笛を吹かずそのまま流しリターン、おそらくTDまで見届けてから
＞判断すべきでしたが
審判は自分の判定に従って笛を吹くべき
「リターン止めちゃまずい」、「得点・ターンオーバーでオフィシャル・
レビューされるだろう」などという理由でプレイを流すべきではない
